ABSTRACT

We use unique data on the travel history of confirmed patients at a daily frequency across 31 provinces in China to study how spatial interactions influence the geographic spread of pandemic COVID-19. We develop and simultaneously estimate a structural model of dynamic disease transmission network formation and spatial interaction. This allows us to understand what externalities the disease risk associated with a single place may create for the entire country. We find a positive and significant spatial interaction effect that strongly influences the duration and severity of pandemic COVID-19. And there exists heterogeneity in this interaction effect: the spatial spillover effect from the source province is significantly higher than from other provinces. Further counterfactual policy analysis shows that targeting the key province can improve the effectiveness of policy interventions for containing the geographic spread of pandemic COVID-19, and the effect of such targeted policy decreases with an increase in the time of delay.

ABSTRACT

This study explores how China's education responses to COVID-19 from a perspective of policy analysis. Specifically, it involves building an educational policy system for COVID-19 to examine educational governance framework, school management and teaching, policies for teachers during the epidemic. The education policy during the epidemic has achieved positive results. Those results aim to ensure the physical and mental health of teachers and students, ensure the supply of epidemic prevention materials and educational resources, ensure the quality of students' learning, and enhance the application ability of teachers' teaching technology. The process of policy changes and effects of policy implementation have been examined to analyze how China's education responses to COVID-19. The characteristics and experience of China's education policy in response to the epidemic concentrate on forming a governance system under the centralized and unified leadership of the Communist Party of China, building a pattern in which families and schools cooperate closely to promote the smooth development of education and teaching, transforming from an emergency substitute during the crisis into an important motivation to promote the transformation of education paradigm, and paying great attention to remote and poor areas and disadvantaged student groups.

ABSTRACT

Forest governance in Poland is characterised by the dominance of public forest ownership and hierarchical, top-down policy-making. These governance arrangements, characteristic of post-socialist countries, have traditionally been challenged by environmental NGOs, advocating stronger protection of old-growths. Recently, institutional stability of the forest policy field has been increasingly influenced by numerous citizen initiatives responding to technocratic local forest management decisions. These initiatives, so far not analysed scientifically, vary in terms of the issues addressed, actions employed, and the local actors involved. In the paper we use a data base of 274 such initiatives to explore their manifestation, actors involved, main postulates, and the responses of forest managers. Based on this, we explored whether these initiatives pose challenges to the traditional forest management and, if so, what kind. We imply that the growth of bottom-up initiatives indicates a growing diversity of beliefs and values regarding forests and the increasing determination of local people to impact local environmental decisions. Furthermore, informed by the institutional theory, we argue that the growth of local initiatives, particularly during and after Covid-19 pandemics, suggests the eroding legitimacy of dominant rules and discourses. This process is particularly visible in sub-urban forests, which are increasingly seen through a ‘well-being discourse' that highlights cultural, regulative and supportive functions of forests, while putting less emphasis on provisioning functions. We also identify a networking trend among the initiatives that unifies their discursive background and enhances their influence at the national level. Therefore, local activists can be seen as a new advocacy group in the Polish forest policy subsystem. In response to local demands public forest administration has introduced institutional changes enhancing participation but their impact is still to be assessed. We recommend establishing a monitoring programme to track new participatory practices and to identify and promote best practices.

ABSTRACT

This study aims to explore the new directions towards internationalization of higher education in China during post-COVID 19. The systematic literature review is applied as an evidence-based policy analysis approach. The findings indicate that the challenges and difficulties of internationalization of higher education in the post-COVID 19 were considered as a high-frequency discussion topic. In order to address the crises of internationalization of higher education during the post-COVID 19, the idea of internationalization at home (IaH) is regarded as a beneficial approach to deal with the process of internationalization of higher education, systematically. This study also highlighted that the internationalization at home within Chinese higher education institutions not only brings opportunities for the development of China's higher education system, but also poses challenges to the reform of the current higher education system. In addition, the conclusion and implication were provided to analyze the rationales of promoting internationalization of higher education system in contemporary China.

ABSTRACT

Global rates of excess mortality attributable to the Covid-19 pandemic provide a fresh impetus to make sense of the associations between income inequality, housing inequality and the social gradient in health, suggesting new questions about the ways in which housing and health are treated in the framing and development of public policy. The first half of the paper uses a social harm lens to examine the threefold associations of the social inequality, housing and health trifecta and offers new insights for policy analysis which foregrounds the production, transmission, and experience of various types of harm which occur within the home. The main body of the paper then draws upon the outcomes of an international systematic literature mapping review of 213 Covid-19 research papers to demonstrate three specific harms associated with stay-at-home lockdowns: (i) intimate partner and domestic violence, (ii) poor mental health and (iii) health harming behaviours. The reported findings are interpreted using a social harm perspective and some implications for policy analysis are illustrated. The paper concludes with a reflection on the efficacy of social harm as a lens for policy analysis and suggests directions for further research in housing studies and zemiology.

ABSTRACT

The uncertainties relating to the COVID-19 pandemic continue to pose extraordinary challenges to policymakers worldwide. The recent lifting of restrictions in China raised the spectre of another wave of infections beyond its borders, which has thankfully not occurred, so far. Now, three years after the pandemic emerged, policy assumptions and responses are being re-evaluated-from whether the virus emerged as a laboratory leak, to whether vaccines have efficacy, to whether Sweden's laissez-faire approach was superior to other countries' ambitious interventions. We examine India's experience with COVID-19-impressionistically-to draw larger lessons for policymakers. India's responses were a mix of hits and misses. Some measures helped contain the pandemic and assisted those in need. Other measures seemed performative-geared towards garnering glory on the global stage. Together, they throw light on the challenges of coping with a crisis in real time.

ABSTRACT

Transformative innovation policy (TIP) implies not only new directionality for innovation policy but also rethinking its means and scope. This requires further investigation into the role of horizontal and cross-sectoral policy programmes that may be relevant for upscaling innovation and destabilising regimes. This paper studies the national implementation, in Finland, of the European Union (EU) programme for COVID-19 recovery, the Recovery and Resilience Facility (RRF), as an example of a cross-sectoral policy programme. It is of interest, because the EU has set certain conditions related to sustainability transitions for the RRF. Using a transformative policy mix approach, the paper finds that the Finnish RRF Programme lists many policy measures that can be regarded as having a transformative intent. These include upscaling innovative sustainability niches and destabilising existing practices. Yet, we also found that there is a risk that cross-sectoral programmes fail to find overall transformative visions and fund multiple potentially competing technological pathways instead.

ABSTRACT

The COVID-19 pandemic engenders unemployment risks globally and locally. Reflectively engaging in Beck's risk society debates, this paper critically reviews the discursive effects of „risks" when employed by the government in debates about unemployment insurance since the 1997 sovereignty handover. We break down the concept of risk into four layers: moral risk, financial risk, socio-economic risk and political risk and bring to light the contradictory outcomes that colour the nuanced attitudes among the state, the NGOs and the affected subjects.

ABSTRACT

Before the COVID-19 pandemic, schools had been adopting digital instruction in many parts of the world. The concept of digital literacies has also been evolving in complexity alongside the digital technologies that support it. However, little is known about what guidance available to support various levels of government in supporting digital literacies alongside digital instruction in local schools. The purpose of this study was to determine what guidance for digital literacies U.S. state departments of education had made available through their websites to local schools just prior to the onset of the pandemic. Using qualitative content analysis techniques, digital literacies guidance information was located on U.S. state departments of education websites and analyzed. Most states did not indicate that they used guidance from professional organizations about digital literacies. The 16 states that did have guidance used standards from the International Society for Technology in Education (ISTE), which have not been positioned by the organization as digital literacies standards, but instead reflect traditional understandings of Information Computing Technology (ICT). Implications of this study highlight potential strategies educational ministries might use to acknowledge and support digital literacies.

Tout au long des années 2010, l'une des principales préoccupations en ce qui concerne les politiques publiques et les débats sur celles-ci était la compréhension des sources d'inégalité, de même que le rôle du gouvernement dans la lutte contre l'inégalité des revenus. Bien que des progrès aient été réalisés, d'importantes lacunes subsistent en matière d'inégalité – lacunes qui vont bien au-delà de l'inégalité des revenus et que la pandémie de COVID-19 a mises en évidence. L'expérience de la pandémie nous rappelle que les individus qui forment la société vivent des expériences distinctes et que l'attention à l'inégalité et à la diversité doit s'intégrer étroitement à des cadres stratégiques actualisés. Après la COVID-19, alors que les gouvernements s'engagent à ce que la relance soit équitable et dans le contexte d'un désir généralisé pour une société plus juste, une approche inclusive de l'analyse des politiques est nécessaire afin de remédier aux défaillances de longue date de l'économie et de la société. Les cadres stratégiques actualisés doivent être plus représentatifs des expériences et des luttes des populations marginalisées et sous-représentées, et leur accorder plus d'attention. L'intersectionnalité est un outil analytique ancré dans le paradigme de la justice sociale qui met au jour les liens entre les notions d'identité et les systèmes de pouvoir à travers lesquels elles se déploient. L'intersectionnalité tient compte de la façon dont nos identités se forment : à l'intersection de divers construits sociaux, tels que la race, la capacité, la classe et le genre, et dans des contextes et des structures de pouvoir plus vastes, comme le marché du travail et les institutions gouvernementales. L'intégration complète de l'intersectionnalité à l'analyse des politiques permettrait de mettre en place une structure d'analyse des politiques qui ferait avancer les programmes politiques centrés sur la diversité, l'inclusion et l'équité.Alternate :Throughout the 2010s, a major focus of public policy and public policy debates was about understanding the sources of inequality and understanding the role of government in addressing income inequality. While progress has been made, significant gaps in inequality remain-gaps that go well beyond income inequality and that were emphasized throughout the COVID-19 pandemic. The experiences of the pandemic have served as a reminder that individuals in society have distinct experiences, and that attention to inequality and diversity needs to be seriously incorporated into modernized policy frameworks. As governments commit to a fair recovery from COVID-19 amid a broad desire for a more just society, a more inclusive approach to policy analysis is required to address longstanding failures in the economy and society. Modernized policy frameworks need to be more representative of and attentive to the experiences and struggles of marginalized and underrepresented populations. Intersectionality is an analytical tool rooted in the social justice paradigm that makes clear the links between notions of identity and the systems of power through which they play out. Intersectionality considers the ways in which our identities are formed at the intersections of various social constructs, such as race, ability, class, and gender, and within broader contexts and structures of power, such as the labour market and government institutions. Fully integrating intersectionality into policy analysis could create a policy analysis structure that would advance policy agendas of diversity, inclusion, and equity.

ABSTRACT

In research and policies, the identification of trends as well as emerging topics and topics in decline is an important source of information for both academic and innovation management. Since at present policy analysis mostly employs qualitative research methods, the following article presents and assesses different approaches – trend analysis based on questionnaires, quantitative bibliometric surveys, the use of computer-linguistic approaches and machine learning and qualitative investigations. Against this backdrop, this article examines digital applications in cultural heritage and, in particular, built heritage via various investigative frameworks to identify topics of relevance and trendlines, mainly for European Union (EU)-based research and policies. Furthermore, this article exemplifies and assesses the specific opportunities and limitations of the different methodical approaches against the backdrop of data-driven vs. data-guided analytical frameworks. As its major findings, our study shows that both research and policies related to digital applications for cultural heritage are mainly driven by the availability of new technologies. Since policies focus on meta-topics such as digitisation, openness or automation, the research descriptors are more granular. In general, data-driven approaches are promising for identifying topics and trendlines and even predicting the development of near future trends. Conversely, qualitative approaches are able to answer "why” questions with regard to whether topics are emerging due to disruptive innovations or due to new terminologies or whether topics are becoming obsolete because they are common knowledge, as is the case for the term "internet”.

ABSTRACT

The COVID-19 pandemic has highlighted the importance of care, as well as the extent to which it is undervalued in Western societies, emphasising the instrumentalization and neoliberal logic that care is subject to. Since the 1970s, various feminist theorists have developed ethics of care. This evolving and controversial ethic has become a critical tool in sociology, philosophy, economics, and public policy analysis but is still underdeveloped in architecture and urban planning. This paper adopts the feminist ethic of care to analyse and criticise the evolution of a modernist social housing complex. The Cité de Droixhe was built in the 1950s to offer various facilities, 2000 rental social housing units, and vast green areas in Liège (Belgium). However, since its creation, it has undergone major transformations including the demolition of nearly 1000 units. In this qualitative inductive research, an interdisciplinary approach between architecture and social sciences was proposed, combining archival research, semi-structured interviews, and participatory observations. The ethic of care is mobilised both as a research and methodological posture and as an object of analysis. The data collected led to questioning the place of care in the evolution of the large complex under different themes: the facilitation of reproductive work, the valorisation of care professions, and the attention paid to proximity and the daily life of the neighbourhood inhabitants. By highlighting the integration and loss of care within the different transformations of the housing estate, this study shows the importance of reasserting the value of care and making it a collective responsibility, contributing to drawing perspectives for a more feminist, equal, and caring city.

ABSTRACT

The COVID-19 pandemic presents a serious global health challenge to humanity in recent times. It has caused fundamental disruptions to the global transportation system, supply chains, and trade. The impact on the transport sector resulting from lockdowns has led to huge losses in revenue. At the moment there are limited studies of the road transport sector response to the COVID-19 pandemic. This paper fills this gap using Nigeria as a case study area. A mixed method involving both qualitative and quantitative research was employed. Principal Component Analysis and Multiple Criteria Analysis were used to analyze the data. The results suggest that road transport operators strongly (90.7%) believe that 51 adopted new technologies/innovations, processes, and procedures will keep them and passengers safe from the COVID-19 pandemic in Nigeria. A breakdown shows that observing the lockdown directive is perceived by road transport operators as the most effective response to the pandemic. The breakdown continues in descending order thus: COVID-19 safety protocols, environmental sanitation, and promotion of hygiene, information technology, facemask, and social distancing. Others are public enlightenment, palliative, inclusion, and mass media. This indicates that non-pharmaceutical measures are very effective in the fight against the pandemic. This finding leverages support for the application of non-pharmaceutical guidelines in containing the COVID-19 pandemic in Nigeria.

ABSTRACT

Before the COVID‐19 pandemic, the world struggled to address growing educational inequalities and fulfil the commitment to Sustainable Development Goal 4, which seeks to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all. The pandemic has exacerbated these inequalities and changed how education functions, moving to online and hybrid methods. The challenges in global education highlighted and worsened by the pandemic make it necessary to re‐evaluate education systems and the policies in place to support access, quality and equal opportunity. This article focuses on analysing education policies at a national level. It tests a pilot policy analysis tool, the International Education Index (IEI), developed as a starting point to begin this reconsideration and create an accessible and comprehensive way to evaluate national education systems to inform decision‐making and policies in the new context. This research uses Ireland and Northern Ireland to test the IEI pilot tool. The IEI consists of 54 questions across nine indicators, including institutional frameworks, education strategies, digital skills and infrastructure, twenty‐first century skills, access to basic social services, adherence to international standards, legal frameworks, data gathering and availability and international partnerships. Countries can score 108 points to be categorised as having developed, emerging or nascent national education systems. Ireland scored 94 and Northern Ireland 81, indicating that they have developed national education systems.

ABSTRACT

The unprecedented challenges of teaching during COVID-19 prompted fears of a mass exodus from the profession. We examine the extent to which these fears were realized using administrative records of Massachusetts teachers between 2015–2016 and 2021–2022. Relative to prepandemic levels, average turnover rates were similar going into the fall of 2020 but increased by 17% (from 15.0% to 17.5%) going into the fall of 2021. The fall 2021 increases were particularly high among newly hired teachers (31% increase) but were lower among Black and Hispanic/Latinx teachers (5% increases among both groups). Gaps in turnover rates between schools serving higher and lower concentrations of economically disadvantaged students narrowed during the first 18 months of the pandemic. The same holds true for gaps in turnover between schools serving higher and lower shares of Black and Hispanic/Latinx students. Together, these findings highlight important differences in teachers' responses to the pandemic across subgroups and the need to improve early-career retention to ensure long-term stability within the teacher workforce.

ABSTRACT

This study is a qualitative investigation of education policies and decision making during COVID-19 pandemic in five Middle East and North Africa Region (MENA) countries: Kuwait, Lebanon, Morocco, Palestine, and Qatar. It aims at scrutinizing how these countries responded to the education disruption caused by the pandemic between February 2020 and July 2021 and how they managed the resulting turbulence. We also investigate the extent to which these decisions were equitable and innovative. Data were collected from Ministerial notes, media content, and international organizations reports about the situation of education in the region. Walt and Gilson's (1994) policy analysis triangle and the Cynefin framework (Kurtz & Snowden, 2003) guided the objectives and the analysis of the data. Findings revealed that these countries muddled through the education policy at the beginning of the pandemic, centralized decision making, and faced difficulties to implement online and distance learning. In the second phase, most of these countries tried to save education, but were halted by structural challenges. Some differences were witnessed among these countries in how they have dealt with the evolving crisis. However, some similarities have also been noticed at the levels of context, process and actors. The decisions taken often lacked innovation and led to less equitable outcomes. The discussion of the findings has some implications for education policy and education management in turbulent times in the MENA region. © The Author(s) 2023.

This book draws attention to the non-biological—political, economic, societal and cultural—variables shaping both the emergence and persistence of the COVID-19 pandemic and the global response to it, with a particular focus on political decisionmakers' role in the domestic and international politics surrounding the process of the pandemic. The book identifies the strategic and underlying ethical failures of decision making, using a process-tracing approach to reconstruct considerations, decisions and actions by key leaders—interested in thus weaving a global narrative of the response. The author highlights key speech acts, and interprets the causal implications embedded in a chronological and contextualised appraisal of events, statements and public health measures. The book further discusses the normative ethics of pandemic response, and presents lessons drawn from the present experience. The study examines governments' policy responses in sport during the pandemic casued by Covid-19. Applies Hood and Margetts' (2007) NATO approach to analysing national governments in China, Russia, Saudi Arabia, UK and USA use of policy instruments to affect the governance, access to and consumption of sport. Regardless of ideological persuasions, the five governments have framed exercise and sport as critical for citizens' wellbeing. ABSTRACT

(1) Background: Canada had a unique approach to COVID-19 vaccine policy making. The objective of this study was to understand the evolution of COVID-19 vaccination policies in Ontario, Canada, using the policy triangle framework. (2) Methods: We searched government websites and social media to identify COVID-19 vaccination policies in Ontario, Canada, which were posted between 1 October 2020, and 1 December 2021. We used the policy triangle framework to explore the policy actors, content, processes, and context. (3) Results: We reviewed 117 Canadian COVID-19 vaccine policy documents. Our review found that federal actors provided guidance, provincial actors made actionable policy, and community actors adapted policy to local contexts. The policy processes aimed to approve and distribute vaccines while continuously updating policies. The policy content focused on group prioritization and vaccine scarcity issues such as the delayed second dose and the mixed vaccine schedules. Finally, the policies were made in the context of changing vaccine science, global and national vaccine scarcity, and a growing awareness of the inequitable impacts of pandemics on specific communities. (4) Conclusions: We found that the triad of vaccine scarcity, evolving efficacy and safety data, and social inequities all contributed to the creation of vaccine policies that were difficult to efficiently communicate to the public. A lesson learned is that the need for dynamic policies must be balanced with the complexity of effective communication and on-the-ground delivery of care.

ABSTRACT

The issue of student engagement in online learning (SEOL) environments which gained attention during the COVID-19 pandemic, continues to be a significant topic of interest in the innovative scholarship of teaching and learning space within business schools. This paper explores academic perspectives on the rhetoric and realities of SEOL in Australian universities. The study employs an exploratory qualitative research approach utilising interview (n = 33) data and content analysis of university policies and documents. The findings highlight technological hurdles, administrative negligence, piecemeal professional development initiatives, and policy ambiguities impeding SEOL. The paper discusses the implications of these findings in the context of the professional development of academics in a post-pandemic era. The paper makes broader analytical contributions toward evaluating the implementation of SEOL-related policies in Australian universities and beyond. © 2023 Elsevier Ltd
